THE HEALTH SYSTEM

Samaritan Medical Center and Samaritan Keep Home are the anchor facilities of the system, and are supported by the Samaritan Foundation and Samaritan Medical Practice. The organization is committed to providing high quality and safe patient care with compassion to meet the needs of our civilian and military community.

The organization has adopted a Patient Centered Leadership model which requires the full commitment and participation by all leaders in the organization and engages all staff to assure success in achieving short and long-range corporate goals.

THE MEDICAL CENTER

Samaritan Medical Center was founded in 1881 and has provided the diverse health care needs of the community since that time. Its current service area includes the city of Watertown, Jefferson, Lewis, southern St. Lawrence and northern Oswego counties, all in the northern part of the state of New York. It has evolved from a five-bed hospital to a current 294-bed acute care facility and regional referral center for northern New York. The hospital provides a full array of services including emergency care, medical surgical, critical care, pediatrics, maternity and a 24-hour full service and state of the art emergency department as well as inpatient mental health services. Samaritan Medical Center offers over 40 specialty services and centers of excellence for the community including:

The medical center currently operates 294 beds and in 2011 had 8,954 acute discharges, 160,670 outpatient encounters, 50,298 emergency room visits and 67,390 visits to its Family Health Care Clinics. The Medical Center had total patient service revenues of $195,609,338 in 2011. The hospital has 1,600 employees including 399 full, part time and per diem registered nurses. The Medical Staff includes 256 physicians and other providers, most of who are in solo or small partnership private practices in the community who primarily practice at Samaritan Medical Center.

SAMARITAN KEEP HOME – A 272-bed, not for profit nursing home located on the Samaritan campus in Watertown. The facility provides a full range of skilled nursing care. rehabilitative therapies, social and recreational activities, a medical model adult day healthcare program and comprehensive transportation services. The Home is a member of the American Association of Homes for the Aging, New York State Association of Homes and Services for the Aging and New York State Adult Day Care Association.

SAMARITAN MEDICAL CENTER FOUNDATION OF NORTHERN NEW YORK – The Samaritan Foundation was established as a separate, not-for-profit organization in 1995. The Foundation’s mission is to raise monies and planned gifts and to ensure the growth of the Foundation’s investment portfolio to help support the mission of Samaritan Medical Center. During a recent capital campaign, $13.1 million was raised. As of year-end 2011, Foundation assets were $6.6 million, not including pledge receivables.

SAMARITAN SENIOR VILLAGE
The facility is projected to open in late January 2013.
Once complete, the Samaritan Senior Village project will provide multiple levels of support for the local elderly population, including 168 nursing home beds and 120 assisted living beds. the Samaritan Senior Village will feature a home-like environment that’s flexible. It enables residents to easily transition from assisted living to nursing home care as they require a higher level of care.”

Some of the industry trends that have been incorporated into the design include:

• Residential-style dining rooms for small groups of people versus a larger, institutional-type cafeteria setting
• Use of softer materials, such as carpeting versus tiled floors; less glaring paint colors to help older eyes see objects and surfaces better, and wood railings versus hard plastic or metal
• Flexible food service that is prepared on residents’ schedules and that fits different lifestyles
• More abundant, but smaller “common rooms” that give residents areas for various activities such as reading, computer use, or conversation versus one big room
• Resident privacy – the resident rooms are designed to maximize privacy, even within shared rooms

Funding for the project is being accomplished through various sources, including a $34 million HEAL-NY grant. The project is part of a community-wide senior care services solution that was developed through collaborative efforts of several agencies, including the Community Assisted Living Corporation, Jefferson County, Watertown Housing Authority, Samaritan Medical Center and Carthage Area Hospital.

COMMUNITY

Watertown
Located approximately 70 miles north of Syracuse and 30 miles south of Canada, Watertown is the county seat and largest population center of Jefferson County. Named after the many falls located on the Black River, the city developed early in the 19th century as a manufacturing center. The Black River flows westward through the city toward Lake Ontario. The Black River is a world-renowned kayaking destination. Competition-level kayaking events, such as the Blackwater Challenge, have been held on the river.

The first portable steam engine was manufactured in Watertown. It has the longest continually operating county fair in the United States and holds the Red and Black football franchise, the oldest surviving semi-professional team in the United States.

The city has been working in recent decades to redevelop its downtown and revive the heart of the city. It is capitalizing on its rich architectural heritage, compact and walk able retail center, and well-designed residential areas. The city serves as the commercial and financial center for a large rural area. It is the major community closest to Fort Drum and the post's large population. Since the city is located just 25 miles from the international boundary via the Thousand Islands Bridge, shopping by Canadian visitors is an important part of the local economy.

Watertown is served by the Watertown City School District. The elementary schools are North, Ohio, Knickerbocker, Sherman and Starbuck, H.T Wiley Intermediate School, Case Middle School and Watertown High School. Jefferson Community College is a two year college located in the city as well.

There are plenty of indoor and outdoor activities in Watertown including, New York State Zoo at Thompson Park, Thompson Park, a large, city-owned public park featuring tennis courts, playgrounds, a public pool, multiple picnic areas, large open fields, which host various sports and activities, an 18-hole golf course, multiple hiking trails, and many picturesque views of the city of Watertown and surrounding areas due to its very high elevation. During the considerably snowy winters in Watertown, the park offers many large hills for sledding, as well as multiple cross-country skiing trails throughout the park and surrounding forests. Each summer, Thompson Park also hosts a firework show and live symphony orchestra show. Located between the Town Square and Community College, the Alex Duffy Fairground hosts the Jefferson County Fair, which is the oldest continually operating fair in America. Other activities include, white water rafting, hiking and skiing in the Thousand Island and Adirondack regions.

Fort Drum
Fort Drum is an extraordinarily important component of the social and economic life of the County. It is home to approximately 37,000 military personnel and their families and it is the only Division level base nationwide that does not have its own on-base hospital. Fort Drum’s 19th Mountain Division is the most deployed Division in the Army and requires the breadth of terrain unique to upstate New York in order to train for its ever changing role on the battlefield.
